Working Hours: 3:00pm-11:00pm, 5 days per week.
On-Call Responsibilities: 1 week per month.

Position Summary
The Transitional Living Center Manager provides leadership and day-to-day oversight of the Transitional Living Center (TLC), ensuring a safe, welcoming, and trauma-informed environment for young adults experiencing homelessness. This position supervises TLC staff, oversees program operations and facility management, provides direct case management to residents, and is accountable for program outcomes. The Manager builds strong relationships with community partners to connect residents with housing, healthcare, employment, education, and other supportive services while fostering a culture of respect, accountability, and empowerment.
Essential Duties and Responsibilities
Program Leadership
● Oversee the daily operations of the Transitional Living Center to ensure consistent, high-quality service delivery.
● Ensure the program operates in accordance with organizational policies, grant requirements, licensing standards, and best practices.
● Monitor program performance and outcomes, using data to identify trends and improve services.
● Collaborate with leadership on program development, quality improvement initiatives, and strategic planning.
● Participate in on-call coverage and respond to emergencies or critical incidents as needed.
Staff Supervision
● Hire, train, supervise, coach, and evaluate TLC Advocates and Resource Navigators.
● Develop staff schedules to ensure adequate program coverage.
● Facilitate regular team meetings, individual supervision, and ongoing professional development.
● Promote a collaborative, trauma-informed, and LGBTQIA+ affirming team culture.
● Provide guidance during resident crises, behavioral incidents, and conflict resolution.
Resident Services & Case Management
● Maintain a caseload of residents and provide strengths-based, trauma-informed case management.
● Partner with residents to develop individualized service plans focused on housing stability, education, employment, health, and life skills.
● Conduct regular case reviews and document resident progress in accordance with agency standards.
● Support residents in crisis intervention, conflict resolution, and problem-solving.
● Coordinate successful transitions into permanent housing and ensure appropriate follow-up and documentation.
Facility & Operations Management
● Ensure the facility is safe, clean, secure, and well-maintained.
● Conduct regular facility inspections and coordinate maintenance, repairs, and vendor services.
● Oversee inventory of program supplies, furnishings, and equipment.
● Ensure compliance with health, safety, and emergency preparedness procedures.
● Collaborate with operations staff to address facility needs and maintain a welcoming living environment.SHIFT SCHEDULE
● Provide on-site leadership in the Emergency Shelter three or four overnight shifts per week, including some weekend shifts.
● Provide evening and/or overnight coverage as needed to ensure adequate staffing and continuity of operations.
● Participate in shared leadership coverage during holidays, severe weather events, and other emergency or inclement weather responses to ensure uninterrupted program operations.
Community Partnerships
● Maintain strong working relationships with community organizations, landlords, healthcare providers, educational institutions, employers, and other service providers.
● Coordinate referrals and advocate for residents to access community resources.
● Strengthen partnerships that improve housing opportunities and supportive services for residents.
● Support, empower, and receive feedback from volunteers and meal/supply donors that support program clients and the agency through in-kind support.
Documentation & Compliance
● Maintain accurate, timely, and complete resident and program documentation.
● Ensure compliance with HMIS, grant reporting requirements, confidentiality standards, and agency policies.
● Assist with program reporting, audits, and outcome tracking.
Qualifications
Required
● Bachelor's degree in Social Work, Human Services, Psychology, or a related field, or equivalent combination of education and experience.
● Two years of experience working with individuals experiencing homelessness, youth, or other vulnerable populations.
● Experience providing case management and crisis intervention.
● Strong organizational, communication, and problem-solving skills.
● Valid driver's license and acceptable driving record.
● Successful pre-employment background check.
● Ability to successfully pass a pre-employment drug screen.
Preferred
● Experience managing residential or transitional housing programs.
● Knowledge of Housing First, Trauma-Informed Care, Positive Youth Development,
Motivational Interviewing, and Harm Reduction principles.
● Experience with HMIS or other case management databases.
Physical Requirements
● Ability to move throughout a residential facility and conduct regular inspections.
● Ability to occasionally lift up to 30 pounds.
● Ability to respond quickly to emergencies and participate in crisis response.
● Ability to work occasional evenings, weekends, holidays, and on-call shifts as needed.
